  • As the government shutdown stretches into its 18th day, President Donald Trump is eager to invoke a national emergency to bypass Congress and build a wall on the U.S.-Mexico border, sources said, and will address the nation about border security in a prime-time address tonight. The emergency move – which White House lawyers are “looking at,” Vice President Mike Pence told reporters – would test the limits of presidential power and invite a legal challenge from Congress.   • Top Republicans in Congress and White House officials are worried that support is eroding on Capitol Hill for Trump’s shutdown fight over his proposed border wall, with fears that dozens of House Republicans might back Democratic bills this week to reopen shuttered parts of the federal government. Pence and Homeland Security Secretary Kirstjen Nielsen are set to address House Republicans tonight ahead of Trump’s Oval Office address and tomorrow’s planned House votes. (Politico)
  • Former Rep. Beto O’Rourke is planning a solo road trip outside of Texas as he weighs whether to enter the 2020 Democratic presidential primary, according to a source. The Texas Democrat – who’s looming over the presidential contest like former Vice President Joe Biden and Vermont Sen. Bernie Sanders (I) – does not plan to make a final decision on a bid until at least February. (The Wall Street Journal)
